Operation Encompass

 

Operation Encompass is a police and education early information safeguarding partnership that informs schools about domestic abuse incidents affecting their students, allowing for immediate, tailored support via a designated "Key Adult" (Safeguarding Lead) before the next school day begins, helping to mitigate the negative impacts of abuse on children's well-being and learning through timely intervention and a statutory requirement in England and Wales.

How It Works:

  1. Police Call: If police respond to a domestic abuse incident where children are present in the home, they share this information confidentially with the school.
  2. Early Notification: The school's designated Key Adult (usually the Designated Safeguarding Lead) is notified by 9 am the following morning (or Monday morning for weekend incidents).
  3. Information Sharing: This notification provides sensitive information about the incident, enabling the school to understand the child's situation better.
  4. Immediate Support: The Key Adult can then provide immediate, appropriate support, such as emotional help, a safe space, or just a listening ear, to the child. 

How It Supports:

  • Early Intervention: It bridges the gap between police response and school support, preventing delays in helping vulnerable children.
  • Mitigates Harm: By understanding the context of abuse, schools can address potential behavioral changes, anxiety, or learning difficulties in children, reducing long-term negative outcomes.
  • Empowers Schools: It equips teachers and staff with vital information, making them aware of a child's potential trauma and allowing them to provide a more informed, compassionate response.
  • Statutory Backing: The scheme is legally mandated in England and Wales through the Domestic Abuse Act 2021, ensuring consistent application. 

In essence, Operation Encompass ensures that a child's school is 'warmed up' and ready to provide support to them as soon as they walk through the door after a traumatic event at home, protecting their safety and well-being at the earliest possible point.
